Bulk Voice Changing - Ideally Offline

Hoping someone knows of such a tool, as I couldn't find it in the search.
I am working on making mods for a game, and while some voices have a lot of dialog, others have very little. What I'd like to do is take the audio files from one voice as training data, and use that training data to clone all the voice files from another voice, so I could use all the same lines from both voice types.
I don't want to do these one at a time (we're dealing with a lot of files), and I don't want to spend an egregious monthly fee. Ideally, I'd be looking for an offline tool that I can either get for free or pay one time to own. If that's not possible, then a low monthly fee is fine.
